OVERVIEW
The study, covering the entire Langkawi Island in Kedah, established a comprehensive solid waste management and recycling baseline as well as coming up with overall EPR pilot model and financial model that will serve as basis for Malaysia’s EPR model to be implemented nationwide.
CHALLENGE
Recycling collection in Langkawi is mainly contributed by the informal sectors, if the contribution by informal sectors are not captured and addressed in the formal system then there might be leakage on the total amount of recyclable currently being collected and to be collected in the pilot EPR system to be proposed in the form of competition. Besides that, Langkawi is an island therefore the transport of waste out of the island can only be through boat. This increases the recycling cost of waste generated in Langkawi which leads to only recyclable with values are being collected.
SOLUTION
A baseline study was conducted to survey the existing recycling collection, key challenges of recycling and EPR implementation as well as the willingness to participate by key stakeholders to enhance recycling in Langkawi.
OUTCOME
Based on the findings of baseline study in Langkawi, pilot EPR models, budget and monitoring mechanism for Household and Commercial & Institution category were developed. Besides that, treatment and support model for low value and no value recyclables were also developed and the EPR fees to extend EPR to the whole Langkawi Island was estimated.
