EU SWITCH-Asia Enablers for Effective EPR

OVERVIEW
Effective EPR implementation requires a wide variety of enablers to be put in place. This study developed under the SWITCH-Asia Policy Support Component (PSC) aimed to assess the enabling factors and policy frameworks necessary for implementing effective Extended Producer Responsibility (EPR) with respect to solid waste management and recycling, with the broader aim of advancing the circular economy (CE) in multiple countries across Asia.
CHALLENGE
The effective implementation of EPR requires the alignment of diverse stakeholders involved across multiple government agencies, private sectors as well as civil societies. It will require the right legal basis, clear institutional framework as well as holistic technical infrastructure (collection, logistics and facilities) to be established.
SOLUTION
The study seeks to identify country-specific enablers and barriers for EPR implementation, review existing policy along with institutional and regulatory frameworks, assess market conditions for secondary resource materials (SRM), capture stakeholder perspectives and implementation challenges, and provide actionable policy recommendations for national uptake.
As Regional Coordinator, Eco-Ideal’s CEO Hun Yang Soon coordinated the Technical Advisory on EPR and facilitated the compilation of inputs from a wide range of stakeholders, contributing to the multi-country EPR Technical Advisory involving Malaysia, Thailand, the Philippines, Pakistan and Kazakhstan.
OUTCOME
The consultation strengthened stakeholder engagement, informed the EPR Technical Advisory and advanced regional collaboration towards effective EPR implementation in Asia.
